Vaccinated Travel Lane between Brunei and Singapore

Singapore has established a Vaccinated Travel Lane (VTL) from Brunei into Singapore. This allows eligible fully vaccinated customers departing from Brunei to enter Singapore for any purpose, including leisure travel, without quarantine restrictions.

Eligibility Criteria and Health Measures

SIA customers entering Singapore from Brunei under the VTL arrangement must meet all eligibility criteria and required health measures. These include:

• No travel history outside of Singapore, any of the VTL countries, or Category I country/region in the past 14 days. Travel to multiple VTL countries in the itinerary is allowed. Please note that transit countries are considered part of your travel history. For example, if a traveller flies from Singapore to Los Angeles (the United States is a VTL country) via Tokyo (Tokyo is not a VTL or Category I country), and your stay in Los Angeles is less than 14 days, you will not be eligible for the VTL flight from Los Angeles to Singapore.
• Being fully vaccinated against Covid-19 with the Pfizer-BioNTech/Comirnaty, Moderna or other World Health Organization Emergency Use Listing vaccines. The final dose must be completed at least 14 days prior to arrival in Singapore.
• Providing proof of vaccination in the form of an electronic or physical vaccination certificate in English, issued by the Singapore Government or Brunei government.
• Taking a pre-departure Covid-19 Polymerase Chain Reaction (PCR) test or professionally administered Antigen Rapid Test (ART) within two days before flight departure, and receiving a negative result. Please note that self-administered tests cannot be accepted.
• Flying only on dedicated VTL flights.
• VTL travellers entering Singapore are also required to register and make payment for an on-arrival PCR test at Changi Airport before their trip.

Short-term visitors and Long-Term Pass holders must apply for a Vaccinated Travel Pass (VTP) between seven and 60 days prior to their intended date of entry into Singapore.

Singapore citizens and permanent residents are not required to apply for the Vaccinated Travel Pass, but show their vaccination status on the HealthHub app or present proof of their vaccination issued by the Singapore Government or the Brunei Government.

Short-term visitors who require a visa for travel to Singapore must separately obtain a visa. They are advised to do so after receiving their VTP approval and before departure.

All visitors must also purchase travel insurance, with a minimum coverage of S$30,000 for Covid-19-related medical treatment and hospitalisation costs, prior to travel to Singapore.

These visitors must also use the TraceTogether app in Singapore to facilitate contact tracing.

Customers travelling on designated VTL flights must ensure that they meet all the requirements before booking a flight.

Suspension of Vaccinated Travel Lane

If any VTL is suspended, Singapore Airlines will adhere to the guidance of the regulators. Customers will be informed of any changes to their flights.

If flights are cancelled or reverted to a non-VTL flight, all affected customers will be eligible for a refund of their tickets. This includes a waiver of cancellation fees. A refund will be accorded to the passengers’ original form of payment for unutilised portion(s) of their tickets (including non-refundable tickets).
